Response to the Shortcomings Raised by the Appellate Division of the Superior Court of New Jersey Regarding the Adoption of NJCOAH’s Third Round of Rules
Econsult was part of a team retained by the New Jersey Council on Affordable Housing (NJCOAH) in 2008 to research, analyze data, and make recommendations regarding appropriate methods and practices to answer the shortcomings raised by the Appellate Division of the Superior Court of New Jersey regarding the adoption of NJCOAH’s Third Round of Rules. The team consisted of the University of Pennsylvania as the team lead, Rutgers University’s National Center for Neighborhood & Brownfields Redevelopment (“NCNBR”), Virginia Tech, and Applegate.
Econsult performed four major tasks:
Task 1: Develop projections of housing and employment for New Jersey municipalities through 2018
Task 2: Estimate the impact of filtering on supplying affordable housing
Task 3: Estimate the impact of incentives on developer investments under inclusionary zoning
Task 4: Access the link between employment and square footage of commercial space for creating estimates of the link in New Jersey
