Kevin Gillen's 2007 Q2 report on the Philadelphia housing market indicates that area continues to transition from a seller's to buyer's market. The number of homes that changed hands was up from the winter to spring, but down 16% from a year ago. In terms of activity, this was the slowest spring since 2003. And while house price indices rose a healthy 3.7% on a quality- and seasonally-adjusted basis, this was less than last spring’s increase of 4.4%. The drop in volume combined with a modest increase in prices can be largely attributed to the fact that sellers persist in clinging to above-market prices during a time when the market has cooled.

Econsult's Dick Voith, Kevin Gillen and Stephen Mullin are each quoted in the March 2007 issue of Philadelphia Magazine on the changing real estate market in Philadelphia.
   
Kevin Gillen, Vice President of Econsult, was a presenter at the Philadelphia Forward Real Estate Taxation Conference on Friday, February 23, 2007 hosted by Temple University in Philadelphia. The conference focused on problems and possible solutions in Philadelphia's system of real estate taxation.

Updating results from his 2004 work for the Philadelphia Tax Reform Commission, Dr. Gillen presented empirical evidence that Philadelphia’s system of real estate taxation is not only inaccurate, regressive, uncertain and unnecessarily complicated, but the magnitude of these effects has actually gotten worse since he first examined these issues in 2004. The event was well-attended by several hundred people, including many members of the press and candidates for public office. Other presenters included  Karl Case of CaseShillerWeiss and Robert Inman of the Wharton School, University of Pennsylvania.
