- Econsult reviewed a large employer’s preliminary selections for a reduction in force to see if there were disparate impacts on older workers, minorities, or women.
- Econsult helped a major financial company evaluate its compliance with equal employment opportunity laws by performing a racial disparate impact analysis of promotion and compensation of hourly and salaried employees.
- Econsult experts have advised the Administrative Office of the Pennsylvania Courts (AOPC) for over many years on human resource management issues arising out of the transition of the Unified Judicial System to state funding. Projects have included the design of a broad-band salary system, development of a system for merit-based salary adjustments, adjustment of fringe benefit programs, and staff organization. Most recently, Econsult helped the AOPC review the feasibility and advisability of shifting the functions of the Pittsburgh Magistrates Court to the district justice system.
Administrative Office of Pennsylvania Courts, 2003, 2001
- Econsult was retained by the Board of Directors of the Pennsylvania Convention Center Authority to review the operation of the Pennsylvania Convention Center (PCC). Econsult identified significant problems and recommended specific strategies to address those problems. The recommendations received wide support from business, labor, and government and became the template for a new collective bargaining agreement that dramatically changed the way work is done at the Center.
Working Together to Fix the Pennsylvania Convention Center, 2003, 2002
- Econsult presented economic testimony on behalf of Delaware County in two binding arbitrations with the Pennsylvania Social Services Union. The testimony focused on ability to pay, comparability of wages, and financial impact of proposed wage increases.
- Econsult was retained by a large urban school district to analyze its affirmative action programs. The focus of the analysis was the comparison of the racial, ethnic, and gender distribution of those hired by the district with the composition of the population of interested and qualified individuals.
- Econsult has twice helped Philadelphia Community College analyze faculty union salary proposals and design counter-proposals.
- Econsult helped to design and implement a merit award system for teachers in the Colonial School District of Pennsylvania. The system, based on statistical analysis of student performance, rewarded teachers who added the greatest value to the academic achievement of their students.
- An Econsult expert served on a blue ribbon advisory panel to the U.S. Office of Federal Contract Compliance Programs (OFCCP). The panel advised the OFCCP on techniques and data for use in the availability analyses required for federal contractors.
