  • Econsult was retained by a Public Utilities Commission to analyze a variety of issues related to the sale of generation assets. Issues addressed include: a general assessment of market power; the impact of bundling on market power; the assessment of sales value; and, the effect of a renewable capacity constraint. Econsult staff met with key legislative leaders to discuss findings and recommendations.

  • Econsult staff were retained by the Inter-American Development Bank to evaluate the establishment of the Office of Utilities Regulation [Jamaica] to determine whether the program had achieved its stated objectives and the extent to which it had achieved its purpose of fostering effective regulation and establishing an environment conducive to private participation.

  • Econsult staff analyzed the potential cost savings arising from the merger of two electric utility companies. The analysis employed three approaches including a function-by-function review of potential cost reductions; a study of savings achieved from actual mergers; and, a statistical model of potential efficiency. The analysis was presented in testimony on the benefits and costs of the proposed merger.

  • Econsult provided assistance in the development of testimony regarding the provision of universal service. The emphasis was on the evaluation of the CAP programs and the potential expansion of universal service based upon the need for these programs.

  • Econsult was engaged by counsel on behalf of a cogenerator to determine an appropriate access price and present testimony on issues related to competition and stranded costs before the PSC in order to secure a certificate of convenience and necessity which would allow the cogenerator to sell electric and steam energy outside its site on Long Island.
