Econsult authored two reports on Land Use Policy and Vacant Land Management for the Philadelphia Redevelopment Authority (RDA) and the Philadelphia Association of Community Development Corporations (PACDC). In conjunction with the Penn Institute for Urban Research and May 8 Consulting, the team outlined what characteristics should be included in a reformed vacant land management system and calculated the potential economic boost to the City—in terms of new development, new jobs and new residents—if vacant land reforms were enacted.

Econsult Corporation published its report,
"Transit-Oriented Development in Philadelphia: Using a Proven Strategy to Create More Vibrant, Livable

Under the direction of Dick Voith and Stephen Mullin, Econsult was
retained by BIA (Building Industry Association of Philadelphia) to conduct a study of the Philadelphia
Tax Abatement Program. Econsult’s analysis of the Philadelphia housing market demonstrates that the
current abatement program is highly beneficial, in both efficiency and fairness terms, to Philadelphia
residents and the overall economy of the City and region, as well as to the fiscal health of the City
government and the school district. The full report was released Wednesday, September 6th.
