2012

Econsult Corporation was retained by Philadelphia Association of Community Development Corporations (PACDC) to estimate the economic impact of these CDCs. Over the past 20 years, CDCs have undertaken an aggregate 1,500 new construction and major rehabilitation projects, totaling about $2.2 billion. The report outlines the four major effects:

1. Upfront construction has a temporary stimulative effect.

2. These projects replace blighting influences with positive influences. The completion of these new projects positively influenced nearby property values and increase property tax revenue.

3. Ongoing programmatic and operating expenditures have an annual stimulative effect, supporting a variety of jobs and generating economic activity and tax revenues.

4. These programmatic and operating expenditures help avoid negative individual and community outcomes that are costly to society and to governments, and result in positive individual and community outcomes that are beneficial to society and to governments.
