The Big Squeeze: Housing Philadelphia's Middle Class. Stephen Mullin was the Keynote Speaker at the Building Industry Association of Philadelphia's 5th Annual Housing Conference, September 20, 2006.
Under the direction of Dick Voith and Stephen Mullin, Econsult was retained by BIA (Building Industry Association of Philadelphia) to conduct a study of the Philadelphia Tax Abatement Program. Econsult’s analysis of the Philadelphia housing market demonstrates that the current abatement program is highly beneficial, in both efficiency and fairness terms, to Philadelphia residents and the overall economy of the City and region, as well as to the fiscal health of the City government and the school district. The full report was released Wednesday, September 6th.
